The full scope of governance is everyone, everywhere and forever. Government needs to be fair, just, peaceful and progressive. It is for the good of all.
Business is different. It is for the profit of the owners. It is competitive. Businesses can hire and fire workers. People can join or leave and support or abandon businesses.
It is not mandatory for a person to be an employee or a customer.
However, it is mandatory for a person to be a citizen.
